Every Grant and Incentive Available for Building a Backyard Suite in Halifax (2026)

Halifax homeowners building a backyard suite in 2026 have fewer funding options than they did a year ago. The provincial forgivable loan has ended, the federal $80,000 suite loan was cancelled before it ever opened, and the Canada Greener Homes Grant is closed. What remains is one municipal grant with a firm deadline, a federal tax credit for family suites, and mortgage financing.

We checked every program below against government sources on September 16, 2026. Program details, amounts, and availability change regularly, so always confirm current terms directly with the administering agency before making financial decisions.

Summary Of Programs (Checked September 16, 2026)

1. Halifax Second Unit Incentive Program

This is the one grant still open for Halifax backyard suites. HRM offers up to $13,000 in non-repayable grants for a backyard suite, a basement apartment or in-law suite, or a duplex conversion, funded through the federal Housing Accelerator Fund. It combines a Halifax Water Fees Grant (up to $2,762.96 toward Regional Development Charges, plus $150 for the backyard suite inspection fee) and a Water and Wastewater Infrastructure Grant of up to $10,000.

You must own the property, live there as your primary residence, and be current on property taxes. Your building permit must have an application date after March 18, 2025 and must be issued before you apply. HRM says there are no rent limits, but the grant must be repaid if the suite is used as a short-term rental within five years of occupancy, or if you do not have your occupancy permit by April 1, 2027. Contractors cannot apply on your behalf.

2. Nova Scotia Secondary and Backyard Suite Incentive Program (Ended)

The province offered forgivable loans of up to $40,000 to homeowners building a secondary or backyard suite. CBC News reported on May 9, 2026 that the program concluded at the end of March 2026, with 624 applications approved. Approved projects keep their funding, but no new applications are accepted. 3. Canada Secondary Suite Loan Program (Cancelled)

In December 2024 the federal government announced low-interest loans of up to $80,000 for secondary suites, to be run by CMHC. The program never launched. Federal Budget 2025 states that it "is not yet operational" and "will not be implemented." There is no application.

The federal option that does exist is a CMHC insured refinance. According to CMHC, an owner can refinance up to 90 percent of the property's value (under $2,000,000) over up to 30 years to add a self-contained suite, with up to four units in total and no rentals shorter than 90 days. You apply through a lender. It is a mortgage you repay, not a grant.

4. Multigenerational Home Renovation Tax Credit

If your backyard suite is for a senior (65 or older) or an adult eligible for the disability tax credit living with a relative, the federal Multigenerational Home Renovation Tax Credit may apply. CRA describes it as a refundable credit on up to $50,000 of qualifying costs, worth up to $7,250 for the 2025 tax year. The suite must be self-contained with its own entrance, kitchen, bathroom, and sleeping area, and meet local permits and codes. Check CRA for the rate in the year your suite is finished.

5. GST/HST New Residential Rental Property Rebate

If you are building a new backyard suite intended as a long-term rental, you may be eligible for a partial rebate of the GST or HST paid on construction costs. Consult a tax professional to determine whether your project qualifies.

What About Energy Rebates?

The Canada Greener Homes Grant is closed, and Natural Resources Canada confirms the Nova Scotia stream ended with final deadlines in late 2025. Efficiency Nova Scotia rebates change often, so check efficiencyns.ca directly before assuming any rebate applies to a new suite.

Can These Programs Be Stacked?

The HRM grant and the Multigenerational Home Renovation Tax Credit are separate programs run by different governments, and we found no published rule on combining them. A CMHC insured refinance is financing, not an incentive. Confirm with HRM, your lender, and your accountant before counting on more than one.

Tips For Planning Around Incentives

Budget the project as if there is no grant, then treat anything you qualify for as a bonus. If you want the HRM grant, work backward from the October 11, 2026 permit deadline, because design and permitting take time. Make sure your backyard suite meets all permit and code requirements from day one, and keep every permit, inspection record, and invoice.
